Historical Preamble
The political action of the Movement grounds on a very simple historical motion that reads as:
Liguria has
been a Sovereign and Independent State for more then seven hundred
years. That independence has never been given up, as the Republic of
Genoa did not accept the deliberations of the Congress of Vienna in
1815, and, differently from the other Italian regions, did never vote
any plebiscite for the annexation to the Reign of Italy.
This motion was at different times discussed and approved, in several forms, by different public Ligurian institutions:

The New Statute.
Liguria is the only Italian Region whose statute contains a historical preamble, as follows:
Liguria is a narrow strip
of land between sea and mountains, with landscapes of poetical beauty,
filled with paths joining the coast and the inland , giving value to
the essential functions of the largest port system of the
Mediterranean: the "door"* of Europe onto the
world, a region of ancient shape. It has a natural talent for welcoming
peoples and for international relationships, that constantly enrich its
original features, opening them up to the impulses of different and far
cultures; it is a key area for promoting the values of freedom and
independence, which, since the distant Middle Ages to the Risorgimento
and the struggle against the Nazis, developed in a harmonic
relationship with a deeply social and sympathetic Christianity. In full
remembrance of this traditions and faithful to the long and tough
history that shaped the Ligurian identity as a place for positive
encounters,

the Statute of the Liguria Region
* The word "Genoa" comes from the Latin word "Janua" (the door), according to some opinions.
